The executive director of the New York City Board of Elections made inappropriate sexual and racial remarks toward two employees over a period of several months, a watchdog found.

New York City’s Board of Elections refused a watchdog’s recommendation to fire its executive director after a probe found he had harassed two of his female employees with sexually suggestive and racially insensitive comments, the city’s Department of Investigation said Wednesday.

The New York City Board of Elections rejected the government integrity watchdog’s recommendation to remove its executive director following an investigation that found he had repeatedly subjected two female staffers to racially biased and sexually inappropriate comments.

The NYC Board of Elections did not terminate executive director Michael Ryan nor allow him to resign after a Department of Investigation probe found that he sexually harassed two female employees and made racially inappropriate remarks to them.
